Permanent makeup (micropigmentation) is legally classified as tattooing in Austria — § 1 Abs. 2 ARPTV explicitly states: 'Zum Tätowieren zählt auch das Anbringen von Permanent-Make-Up.' The same obligations as tattoo studios apply: Gewerbeberechtigung 'Kosmetik (Schönheitspflege), eingeschränkt auf Permanent Make-up' under § 94 Z 42 GewO 1994, annual Unbedenklichkeitsnachweis issued by an accredited body (§ 4 ARFKMV), Hepatitis B vaccination (Anlage 1 ARFKMV), 10-year retention (§ 5 ARPTV). Reusable handpieces and microblading handles must be sterilized between clients. Pigments must comply with EU REACH Regulation 1907/2006 Annex XVII Entry 75.
