Permanent makeup (PMU) — micropigmentation, microblading, hairstroke, lip pigmentation, eyeliner pigmentation — is included in the definition of tattooing under Article 1 of the Warenwetbesluit on tattooing and piercing. PMU is the largest single permit subcategory in the body-art regime: at the time of the Warenwetbesluit evaluation, 2,452 PMU permits were active, more than tattooing alone (1,669). Every studio needs a three-year GGD permit regardless of whether PMU is the primary activity or a secondary service in a beauty salon. Reusable handpieces, microblading holders and pigment cups must be sterilized between clients. Pigments must comply with REACH Annex XVII Entry 75 (EU Regulation 2020/2081).
