Dental practices comply with Portaria n.º 99/2024/1, of 13 March (in force since 14 March 2024) and Decreto-Lei n.º 127/2014, with a five-year transition period until 14 March 2029. Tattoo, piercing, and permanent makeup studios operate under a national regulatory void — no specific legislation, with APPTBP self-regulation. Podologists are regulated by Lei n.º 65/2014 with a professional license card issued by ACSS. NP EN 13060 and NP EN ISO 17665-1:2010 define the technical requirements for small steam autoclaves. The ERS dental-clinic inspection form (mod-133_02) explicitly verifies the existence of "automatic or mechanical cycle recording" — date, time, cycle number, and phases. Each operator validates cycles with their personal 4-digit PIN code. This signature individually identifies the person responsible for releasing the cycle — essential for professional accountability. The PIN is stored as a cryptographic hash (bcrypt) — even the SecuSteri administrator cannot read it.
NP EN ISO 17665-1:2010 and NP EN 13060 require three levels of control: physical (cycle parameters), chemical (NP EN ISO 11140-1 indicators), and biological (Geobacillus stearothermophilus spores per NP EN ISO 11138). Portaria n.º 99/2024/1 does not set a specific retention period for sterilization records — the general healthcare-record convention applies, with 5 years as a prudent minimum. Lei n.º 58/2019 implements the GDPR (RGPD) in Portugal and provides for mandatory retention of clinical records subject to public-health obligations.
