There is no specific national legislation governing tattooing in Italy — regulation is entirely regional and highly fragmented. Mandatory training varies from 14 hours in some regions to 1,500 hours in Lombardia (L.R. 13/2021). The most structured regional laws (Lombardia L.R. 13/2021 with DGR XI/5796, Toscana L.R. 28/2004, Lazio L.R. 2/2021, Piemonte) require SCIA filing with the local Comune, an autoclave for reusable instruments, a dedicated sterilization area, written informed consent, a client register, and separated dirty/clean workflows. The 1998 Ministry of Health Circulars provide non-binding national guidance. EU Regulation 2020/2081 (REACH) restricts hazardous chemicals in tattoo inks. The ASL/ATS conducts announced and unannounced inspections; in Lombardia, fines range from €3,000 to €15,000, with possible suspension or immediate closure.
