Tattooing is regulated separately in each UK nation. In England, the Local Government (Miscellaneous Provisions) Act 1982 requires council registration of practitioners and premises, with byelaws mandating instrument sterilisation. In Wales, the Public Health (Wales) Act 2017 introduced a mandatory national licensing scheme on 29 November 2024 — practitioners must hold a Level 2 IPC qualification and a 3-year licence, with unlimited fines for non-compliance. In Scotland, the Civic Government (Scotland) Act 1982 requires local authority licensing under the 2006 Order. In Northern Ireland, the Local Government (Miscellaneous Provisions) (NI) Order 1985 requires council registration. All four nations require sterilisation of reusable instruments.
