Semi-permanent skin colouring (permanent makeup, microblading, dermopigmentation) was added to the scope of tattoo and piercing legislation by the Local Government Act 2003 in England, the 2005 amendment in Northern Ireland, and the 2006 Order in Scotland. In Wales, the Public Health (Wales) Act 2017 explicitly includes semi-permanent makeup under the mandatory licensing scheme — practitioners must hold the Level 2 IPC qualification. Reusable dermograph handpieces and microblading holders must be sterilised between clients. Registration or licensing is mandatory across all four nations.
