Council byelaws typically require that instruments be in a sterile condition and not previously used on another client unless adequately sterilised. In Wales, the mandatory licensing scheme under the Public Health (Wales) Act 2017 requires piercers to hold a Level 2 IPC qualification — the same as tattoo artists. Jewellery must also be sterilised before insertion. Operating without registration or a licence is a criminal offence in all four nations.
