Every autonomous community has its own decree regulating tattooing. Despite 17 separate laws, the requirements are consistent: mandatory municipal licence, Class B autoclave sterilization for all non-disposable instruments, dedicated sterilization area, written informed consent, equipment maintenance records kept for at least 24 months, client records for 3+ years, and a mandatory hygiene training certificate. Inspections are conducted by municipal health inspectors and regional health authorities. Operating without registration is itself an infraction.
