Piercing is covered by the same regional decrees as tattooing in all 17 autonomous communities. All reusable instruments and jewelry that penetrate the skin must be sterilized using a Class B autoclave compliant with EN 13060. Studios must hold a municipal licence, maintain a dedicated sterilization area, provide written informed consent, and keep equipment maintenance and client records. Penalties under Ley 14/1986 range up to €601,012 for very serious infractions, with power to order temporary closure.
