Permanent makeup in Switzerland: defined as microimplantation

Permanent makeup — including microblading, eyebrows, eyeliner, lip blush, and scalp micropigmentation — is regulated in Switzerland under the EDI Ordinance on objects in human contact (SR 817.023.41) Art. 3, which defines it as microimplantation of pigments with less persistence than tattooing. The same obligations apply as for tattooing: Art. 62 LGV federal notification, EDI Ordinance Art. 4 to 7 (duty of care, colors, ink hygiene, sterile instruments). Dermograph cartridges, needles, and microblading blades are single-use sterile only; reusable handpieces are sterilized between every client. REACH Regulation (EU) 1907/2006 Annex XVII Entry 75, transposed into Swiss law via the 8 December 2023 EDI amendment and fully binding since 1 February 2025, prohibits Pigment Blue 15:3 and Pigment Green 7 in permanent makeup pigments equally.
