The Standards for Tattoo and Body Piercing (January 2025) bind every Maltese tattoo studio and cite EN 17169:2020 as the European standard. The Standards for Tattoo and Body Piercing (January 2025) — published by HCSD — and the Control of Tattooing Act (Chapter 270 of the Laws of Malta) govern tattoo practice in Malta. The Standards explicitly reference EN 17169:2020 (Tattooing — Safe and Hygienic Practice) as the European standard. Studios must licence through HCSD; needles are single-use sterile only; powdered and polythene gloves are prohibited; nail polish and artificial fingernails are prohibited during practice. The studio must have a fixed partition of impervious opaque material (≥2m × 2m) separating workstations. Tattooing persons under 18 is illegal under the Control of Tattooing Act. Inks must come from HCSD-approved suppliers. EU REACH Annex XVII Entry 75 bans Pigment Blue 15:3 and Pigment Green 7 since 4 January 2023. HCSD inspections are unannounced.
