There is currently no licensing or regulation of the tattooing industry in Ireland. A 2018 Bill proposing age restrictions and health standards passed first stage but lapsed without being enacted. HSE draft guidelines announced in 2015 remain unpublished. The European standard I.S. EN 17169:2020 ('Tattooing — Safe and hygienic practice') has been adopted by NSAI as an Irish standard but is not legally binding. In practice, this means there are no routine inspections, no registration requirements, and no penalties specific to tattoo sterilisation. Studios that maintain documented sterilisation records operate at a higher standard than the law requires — and that standard builds client trust.
