Piercing in Ireland is unregulated — same as tattooing. No licensing, no inspections, no registration. But clients expect sterile instruments, and documented traceability is the proof.
There is no licensing or regulation of the piercing industry in Ireland. The same legislative gap that applies to tattooing applies to piercing — the 2018 Bill that proposed regulation lapsed without enactment. HSE Environmental Health Officers can only investigate after confirmed cases of notifiable disease. Studios that sterilise instruments and maintain records do so voluntarily — but it is the mark of a professional operation. EN 17169:2020 provides the European best-practice framework.
